Blair is a senior procurement specialist with extensive in-house and consulting experience across a range of industry sectors. He has a track record of delivery in the social procurement space and has been a key contributor in the scoping, development and delivery of more than $200 million of community projects funded by district, regional and national government.
He has significant New Zealand and international experience in procurement optimisation projects, from initial strategic planning and documentation through to market engagement, contract execution, ongoing project sustainability and beyond.
Blair designs and implements comprehensive system improvements and efficiencies for sector-leading organisations in New Zealand and Australia, using data and analytics tools that inform and improve outcomes.
He is an accomplished relationship manager, well versed in establishing and maintaining trust and credibility with stakeholders and subject matter experts crucial to the success of a project.
Kylie Elliott

Kylie has extensive experience providing administrative, governance, finance and regulatory support to businesses across a wide range of sectors. She has particular understanding of the issues that cause growing pains for developing businesses.
She plays an integral role in our social procurement and community-based projects, ensuring these are enabled and best placed to deliver against objectives while also maintaining professional probity and compliance standards.
Kylie leads the administration of our procurement optimisation projects and has supported high volume, high value procurement processes involving as many as 200 suppliers across a wide range of categories.
A key part of this procurement process management work is managing the initial discussions with suppliers with empathy and tact to realise targeted efficiencies for our clients while also safeguarding the supplier relationships and reliability they have worked so hard to develop.
